As others have said, learn the code first, then start learning the tools. Why? Lou Quillio's response to the "Search tools for a Web site" thread is a perfect reason.
Without a basic knowledge of HTML, you wouldn't know what to do with that code. (Not picking on you Lou, just pointing out the added-value to your helpful response if a person knows HTML).
While you're learning HTML, you should also start off with CSS. You can hold off on Javascript until a little later. It's not necessary for Web design, and though it does open a whole other world to you it may just complicate the learning process.
