Visio replacements are coming along, but there is a considerable way
to go for any of them to become as polished. Perhaps the most common
is Dia: http://www.gnome.org/projects/dia/
If you look at the Links page, there is a Win32 port available, as
well as a number of utilities that do interesting things with Dia.
Another UML diagrammer is ArgoUML.
When it comes to project management--it happens I have been doing a
bit of a survey of the various tools I have found for that purpose in
the open source (and *cheap*) world...here is a dump of my present
bookmark file. I have not yet begun a detailed analysis of any of
these tools--that will accelerate rapidly if I get an offer I am
anticipating. Otherwise, it'll take a while!
It appears that whomever your friend was may have had some rather
detailed requirements; among these tools are many that will do all
that most people want to accomplish in a PM tool. Please let me know
if you try any of them and your results!
