If the menus are OK in IE but not Firefox, I'd check the scripting and
the CSS. It's possible that the CSS/JavaScript has been optimized for
IE, but not for compliant browsers.

Straight HTML usually isn't a problem. The issues arise when using CSS
because of IE's flaws (what works in IE may or may not work in
Firefox, and vice-versa).

Try searching for cross-browser, cross-platform DHTML menus. UDM is a
good choice (and, while not free, isn't expensive)
