Not using Word 2003, but I don't believe this particular feature has changed: template management wsa never found under the File menu, other than when you created a new document; then, you could choose from among the available templates as the basis for your new manuscript.

Try this instead: Tools-->Templates and add-ins. From that dialog, you can click the "Attach" button to "attach" (link, really) the template of your choice. Note that if you've already done most of your formatting using Normal.dot, you'll have to reapply any styles that differ in formatting, since styles don't automatically update, particularly if you've manually overridden the formatting.
