No, I didn't find it offensive. I would say that it shows the original writer has heard stories about other parts of the world and has not had the chance to find out if they're true or not.^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
