When I hear of a situation like that, and people are 
wondering how the miscreant can remain in a mid-level 
authority position, I immediately think of goat pictures.

The OP's boss has pictures of HIS boss in compromising 
positions with a goat. It explains everything.   :-)

At the very least, the OP could circulate that as a 
rumor. It'll bring knowing smiles throughout the office.
