Unemployment is always based on the money you made several quarters prior to being let go. In other words, you can be making $400,000 a year, but if you just got the job after a long stretch of no work, then you won't get much unemployment if any at all. As for the people in Michigan, with all the problems the auto industry is having, unemployment if often the only game in town. (That's one reason why I left Michigan a long time ago.)

Sounds like AZ is pretty close to NM in how they handle unemployment claims. Must be a desert thing...maybe the lack of humidity.
