I think what you're seeing is an indication that the job market in some
parts of the country and in some industries is improving enough that
employees who had previously been nervous about looking for new
jobs are starting to jump ship, i.e., increased job churn. Companies
that didn't go the outsource/offshore route when it was all the rage
prefer to replace departed internal employees with the same kind of
employees, and companies that did go that route and are now losing
the few people they kept in-house to project manage and edit the
work of the outside people have to replace them or risk having their
entire doc team house of cards collapse on them. At least that's how
it looks to me in Silicon Valley, where I don't see that there are very many truly *new* tech writing jobs being created...
