While the usage is fine, it's just another case of using three words where one will do. It's similar to using the phrase "At this point in time" in order to say "currently" or "now". I guess for me personally, it's become an annoying phrase.

Why? The usage is fine, so I wonder whether there's some connotation
that hasn't made it to this side of the pond.
"With respect to" is in the OED under "respect". It means, "as
concerns". It is also in Merriam Webster online. It means, "with
reference to" and, "in relation to".
