When I read it the first time, I flashed back on the early SNL skit by the Not

The writer of the manual probably refers to a similar estimable masculine
cadre of toolmakers and tinkers, though the fog of quaintness obscures
them--whether they be blacksmiths or technicians, I can't tell. At $12 per
new torque wrench, we may never know.
