Not that I have experience in developing a dynamic operating system,
but I would guess that the decision was made and announced at
WritersUA so they would have the remaining 9 months to actually get a
stable shipping environment ready. I can't imagine they would at some
point in that 9 months say "hey, let's put it in after all... what
could happen???" ;-)

Them's the breaks. Macromedia did absolutely nothing to shed light on
the issue, and Adobe, as we know, won't mention ANYTHING before it's a
done deal. And, Microsoft's been on the fence about WinHelp for years,
but architecturally it looks like they have their case to drop it.
