Another option is the new Visual Studio Express Web Developer. It is also
free. You can check it out at http://msdn.microsoft.com/vstudio/express/.

It contains some starter templates. You can also use it to create ASP.net
pages and create contact dynamically. For some things, you'll need a MS Web
server (IIS).

Believe it or not, it is possible to get valid XHTML out of it.
