Chicago Manual of Style, 15th ed. Paragraph 8.46 states in part:
"...Note that when _the_ precedes a name, it is capitalized with a city name (e.g., "The Hague") but not with other names ("the Philippines"; "the Vatican"; "the Himalayas").
And in Paragraph 8.47 (Parts of the World), they list as an example, "the Netherlands".
