Thanks, Donna and David. I'll give the paragraph style method a whirl.
David - I agree about using the Book feature. In this case, though, the
source text came as one big RTF file, so it was quicker to import it as one
large flow than to manually break it up into chapter files.

Kevin,
Set the paragraph tag that you use first on your Chapter_First pages to
start at top of right pages. Do that in the Paragraph Designer on the
Pagination tab under "Start". That should make Frame add the extra left-hand
pages you're expecting.
