Table of Contents in Word

Hi, 
   
  When I create a Table of contents in Word, the hyperlinks in the TOC work only with Control + Click. 
  Also, when I create a pdf out of it, the hyperlinks in the TOC do not seem to work. 
   
  Whats the right solution to it.
