Are your customers end-users or resellers?
There isn't much in your note to go from. I have only encountered
something like this once before, for a database product. We provided
translations in a range of languages and made the content available as a
text file to customers who wished to translate in unsupported languages.
Generally, these customers were resellers and were both technically able
and motivated to do a good job.
It's true that handing over Frame files may not be the best way to
transmit the original content.
