WSJ "photos"

For years, I've wondered how the Wall Street Journal produces those
funky head-shot "photos" (you know, the ones that seem more like a photo
that wants to be a line-art sketch or is it the other way around?).

Even though I recall them from before computerized graphics, are they
simply scanned photos and then Photoshopped somehow? 

Please, oh please, art gurus on this list, please tell me - and the rest
of us - how it's done.
