Hi Jim,
Your first source says, "A good technical writer can write about a
complicated technical subject or task in ways that almost anyone can
clearly understand." But many technical writers produce text that can
never be understood by non-experts.
Your third source says, ""A person who turns technical text into
non-technical information." But many technical writers produce text
that's highly technical.
Generic definitions don't work in such a broad field.
