Sorry! Forgot to mention that that's just the writer's time to create the material. It does include meetings and other overhead, but does not include the reviewer or editor time required.
Also, the next (and possibly biggest) hurdle to overcome is figuring out how to map those requirements onto a calender so you can develop estimated dates, etc.
