Yes.
1. Select and copy a hard return.
2. Open the Find/Change dialog box.
3. For Find, select the last entry in the dropdown list: Text & Character Formats on Clipboard.
4. For Change, select To Text. Type a space in the text field. When the hard returns are replaced with spaces, Frame will insert soft returns where necessary.
5. Click Find, then Change and check that it is doing what you want it to do. If you're happy with that result, click Change All.

If you have 2 hard returns between paragraphs, first you may want to change those to something else so your paragraph breaks don't get lost in the hard return replacement. I suggest changing them to ### because it's easy to see and usually doesn't occur naturally in text. Follow the instructions above, copying an instance of two hard returns in step 1, and typing ### instead of a space in step 4.

Then replace all your hard returns as above.

Finally replace the ### with a single hard return as follows.
1. Select and copy a hard return.
2. For Find, select Text and type ### in the text field.
3. For Change, select By Pasting. Frame will place one hard return between paragraphs everywhere you had the ###.

It becomes a 3-step operation, but it's still a lot faster than doing it by hand.

Is anyone aware of a way to search for a hard return in Frame and replace it with a soft return? I'm re-tagging content in Frame in text boxes and the replacing all the hard returns with soft ones is time-consuming.
