I've used Axure to wire frame a web-based application; I thought it was
very helpful. It has some nice features for documentation and you can
create a few interactions (i.e. OnMouse). It's not really meant for
prototyping desktop applications, so be aware of that.

I haven't used this tool, but it came across the CooperU alumni list a
few
weeks back and earned a spot on my list to evaluate once my current
project
ships.
