I have limited experience with Frame, but I have used both Quark and
InDesign extensively.
For smaller, graphic-intensive documents I would not recommend Frame.
My brief experience with Frame showed me that the setup is too long
and hands-on control over the document is too little. YMMV.
As for Quark and InDesign.... They are basically the same thing. Some
functionality is different and the terminology changes, but anything
you can do in Quark, you can do in InDesign. Personally, I think
InDesign is the better of the two products, and I use it to create all
my documentation. Throw in the pricing, and the choice is clear.
