I agree completely. It was a poor choice of words. My intent, was that the 
Internet is a public domain, meaning everyone one has access to it and may 
utilize it to obtain information, as is a library. Therefore materials would 
be publically available. I did not mean to specifically imply the Public 
Domain as in Creative Commons.
