A common way of dealing with requests for references in such circumstances
is to provide a reference, and in it you say what good things can be said
about the person and you remain silent on the shortcomings.
For instance, if you feel that the person isn't a good team member and rubs
people up the wrong way, then you make no mention of his interpersonal
skills in the reference. On the other hand, if he is a particularly good
team member, you do warmly mention it.
There is almost certainly *something* good you can say about the person. Any
personnel manager worth his salt should be able to interpret the gaps in a
reference and will phone your company for an off-the-record chat if he needs
clarification.
In the unlikely event that you really think he has no redeeming features at
all, you should probably refuse to give a reference.
