This is an all-too-common misconception. Someone calling for a
reference can ask you anything. The only legal limitations on what
you can say in reply are that you may not reveal protected personal
data, such as identification numbers (SSN, driver license, etc) ,
medical histories, etc. You can say anything work-related, but it
may become fodder for libel, slander or other defamation lawsuits.
Legally, anything you can prove is true cannot be libel, slander or
defamation, but your company may impose limits by policy in an
attempt to avoid legal entanglements even if they are without merit
