My experience has been that most companies have not
the slightest idea what you should do about requests
for references from vendors and others who are not
direct employees.
Considering the original poster's stated view of the
contractor, conducting that honest end-of-contract
review should put an end to any desire the contractor
may have for references.

allowed to give a professional reference.
You should take to your HR advisor about this. The list may not give
you the right advice for your situation at your company.
