While not specifically usability, you could take a look at the Web Accessibility Initiative. It's targeted at accessibility issues, but you should be able to generalize it out to usability for everyone. http://www.w3.org/WAI/
You could also check out InfoDesign. They have a newsletter that links out to dozens of articles about usability, IA, HCI, design, and much more. http://www.informationdesign.org/
