Not disagreeing, but reinforcing the point that you need to consider the
audience. I was for some years the committee secretary of one of the
international standards committees which wrote the technical standards for
the GSM digital mobile phone system, and I was the editor of about 5,000
pages of standards, mostly the test specification for the phone itself.
In this case, numbered headings were absolutely essential, because there
were occasions where multiple headings had the same name but different
content, and it was vital that cross-references were entirely unambiguous.
For instance, in the mobile phone test specification, it was necessary to be
specific as to which requirement the test was supposed to be testing.
