I believe it means, "if the road is covered with snow, travel at your own
peril." Even if it doesn't, it should be interpreted that way to be safe.

"This route closed in winter." Does this statement mean "effective first
snowfall" or "effective December 22"? Perhaps the meaning is generally
understood in that region, however, the warning on the ODoT map seems
open to interpretation and doesn't quite indicate whether the route is
patrolled during the period between first snow and first day of winter.
The 2005-2007 state
highway map distributed by the Oregon Department of Transportation has a
warning in red print, inside a red box: "This route closed in winter." A
Rand-McNally map did not have a similar warning.
