I use ComponentOne's Doc-to-Help.  I may grumble about it from time to
time, but that's because I'm still learning the tricks and tweaks.  We
had an old RoboHelp project that was created with v5-I think-and I used
Doc-to-Help to convert it into a workable help system.  A workable help
system for software that is going away soon. . .  But I digress.

Overall, Doc-to-Help is a very powerful program, and I've invested a lot
of time and effort in learning it, but if you're familiar with other
HATs (unlike me-this is my first stab at Help Authoring), you should
pick up on it.

Otherwise, lest I sound like a salesman, I'd suggest downloading as many
demos as possible and see what you're comfortable with.  I did the same
before settling on my current HAT, and it all boils down to what you
feel comfortable with.  Well, that, and which demo actually works
properly.
