Of COURSE the task needed clarification. If I set such a task I would
be almost more interested in how the respondent clarified the task for
himself/herself than in the definition and recommendations.

It's not a writing test, as others have noted, except that it provides a
quick check of grammaticality under pressure. It's a test of
organization, thinking, originality, and prioritization. I suspect that
someone who complained that the task was undefined might be eliminated
from consideration.
