How do you measure #1? The concept is excellent, but it isn't really
measurable by bean counters or HR types.

milestones, and early identification of key variables affecting
deliverables.

Of course it's measurable -- it's done (100%) or not done (0%), or it was
attempted 100% of the time and it was successful 50% of the time. I do
admit that an all-or-nothing measurement can be risky in an organization
where "management by objective" is The Big Deal.
