This came up a week or two ago at my day job.
I'm in Israel and we're always eager to hear
what the tried, true, and sophisticated technical
writers from the USA have to say. We had a
techwriting supervisor visiting from one of
the company's American offices, and we said
"Do you have metrics?"
"Certainly," she said. "We know what our
deadlines are, and we carefully track our
success in meeting them."
As tactfully as I could, I asked whether they
in any way measured whether the documentation
they produced, be it early, late, or on time,
was good or bad.
Her reaction implied that, like me, she had
never encountered a company that thought
documentation quality could or should be
measured in any scientific way.
