As to the basic question ... Yes, I think someone needs to go back and fix
it to match the other books.
On the "the contractor should fix it" suggestion ... I think it's a good
idea to ask, regardless of what the contracts state. As a contractor myself,
I would want the opportunity to fix it if I did not follow the style guides
correctly. Contract or no contract, I would want to leave positive
impression with my client.
If I didn't get a copy of the style guide, I might have some extra hours on
the project to ease the burden on your department (I usually do "not to
exceed" quotes, and often have extra hours left over).
