Give the TOC 1 style a hanging indent of the appropriate amount, and set a
tab stop at the same point as the indented text

Make sure that for all the TOC styles the "Update automatically" checkbox is
cleared

what precisely do you mean by this - that the paragraph spacing is being
changed?
Much depends here on how the styles are defined in the source and
destination documents. If both have the same style name, and the style is
defined differently (e.g with different paragraph spacing) then whan pasted
into your new document, the text will take on the paragraph spacing as
defined by the style in the destination document.
