The Requirements Staging is an iterative process for the RFCs to be
evaluated for inclusion in the next release until the Release Staging
process occurs which is no later than two weeks prior to the Release
Initiation Date when development of the RFCs is initiated which is four
months prior to the scheduled Version Release Date.
