No and yes. I've heard of what you're describing. I also agree with
Al that such a situation causes trust problems that will affect
long-term job security.
On the other hand, expressing dissatisfaction with stagnation or lack
of advancement in a current position might result in an offer or a
counteroffer involving a different job description (reassignment, new
projects, promotion, etc.), with compensation to match. In this
case, the distrust factor is mitigated or eliminated because the
basis for the job dissatisfaction/job search isn't cash, it's
responsibilities.
I'm a big believer in the adage that true job security isn't having a
good job; it's having two offers on the table. Doing what it takes
to keep one's options open is a great way to achieve career (and
personal) satisfaction. The most miserable employees are usually
those who feel trapped.
