Those terms are to be understood generically, though it would have been
better if the writer had conveyed that instead of using terms that might
leave their text open to your particular interpretation. Everybody who does
a job has at least one "customer" or "client," internal or otherwise. It's
the generic idea that counts. For manufacturer, substitute the entity who
pays you for enhancing their product.
