Giving the document a non-specific limitation is about as useful as posting
signs prohibiting firearms outside of the county welfare office. (My
previous county actually did that, and they're just 15 miles from a county
office where somebody walked in and blew away several workers. I moved out
of that county and into one where everybody went through a metal detector.)
Limitations must have enforcement. Either don't bother with the limitation,
or put enforcement in place.
Number each copy and sign it out to a specific person, and write a (small)
procedure recording their responsibilities for its care, update, and return.
Reference that procedure on the front cover, and include the procedure as an
appendix.
