That was my point originally.


If your procedures are going to be used over and over again, by the same
person, using BOLD, Capitalization for the 'keycaps' allows the experienced
user who has been through the procedure hundreds of time to quickly go
through the procedure.  While the 'learner' needs to 'understand' what is
going on, and needs the additional informationin the beginning.

Serves both audiences.

Sure. But the original reference wasn't to _items_, it was to _steps_.
Replace a, b, and c each with 10 or 12 words describing how to perform
the step, and you'll see it's best to present them as a numbered list.
