Well, I know the PROPOSAL presents and the PROPOSAL describes in the
present tense. So, in my abstract and summary for the proposal I use
the present tense when speaking about what is in the proposal.
Should I also use the present tense when writing about the standard
itself?

The standard makes it possible to...
