Flare does not currently create What's this Help, but we do have a Knowledge
base article that lists a workaround that can allow you to use your What's
this Help that was created in RoboHelp, so it can be used in Flare.
I would recommend that they go to a CSH calls methods as this would allow
better control of what is called.
