An incomprehensible but technically accurate manual is useless, because no one will be able to read it. An easy-to-read but inaccurate manual is also useless, because the users will get frustrated and lost, and they will not trust you, the writer, to help them.
If I have to pick one, I pick the technically accurate manual and hope that some of my users can sift through it.
