AT&T has many, many departments. In some cases documents get distributed
far and wide and the original document ownership has long expired
(people leave, go to different projects, etc.). Individual graphics also
float around from place to place. I assume this is the closest thing to
"public domain" within a single company, but I am not sure. I do try to
put the original author in the revision history if possible.
Does anyone have similar experiences?

What about cross-pollination of graphics and text within a company? If I
find a graphic or some text used in one AT&T document, can I use it in
another AT&T document without permission?
-- it depends on the organization. if the number of fratricidal
departments and satrapys is low, you probably don't need permission.
anyplace i have worked, one would ask for written permission and file it
someplace secure.

It is not in the public domain just because it is publicly available.
