I think "voice" definitely has a place in customer-facing documentation like user manuals. I write the content for our application as well as the documentation, and I try to keep the voice consistent across these different deliverables. Voice can involve many things--using contractions for a more casual tone, etc.
But I suppose it's semantics, really. You can call the concept "tone" or "voice".

"Voice" is for literature, not TW.
The term is a fashion, a synonym for literary style.
Did the fashion of calling a style a voice catch on with student's,
due to that student propensity to "voice one's opinion"?
The readership of _The Village Voice_?
In _Bird by Bird_, Anne Lamott offers a good, funny dose of what
it means to find one's writing voice. I'm sure that any TW on this
list who has been called by the muse has some favourite book
about "How to find your voice, hapiness and a publishing deal".
But in TW? "Declamation", perhaps?
