If you've got the time and skills, using the actual programming
environment that your programmers are using (Visual C# in your case?)
is a great option, because once the programmers agree with what
you're proposing, they can directly implement that interface with no
additional effort on their part. In addition, you can earn their
respect by showing you're every bit as geeky they are. That respect
makes you more fully a part of the team, and makes it easier to
collaborate on other projects.

But if not, you can use just about any software to do the job. I like
using Web authoring tools such as Dreamweaver because they're so easy
to revise and so clearly demonstrate interaction and behavior of the
