If I may interject a last minute note on substituting "loop" for a
friendlier term, please confirm your choice of either "sequence",
"iteration" or "recursion" with the SME. Each term, though from the same
family, refers to very different control structures in programming
procedures.

Just playing around with the words here, but to avoid using "loop" to
mean two things you could say "iteration".
"When a loop is running, you can't edit the lines after the first
iteration is finished."
"You can edit the lines in a loop until the first iteration is
completed. After this, you cannot edit the lines until all iterations in
the loop are completed."
As to the second, again just throwing out some possibilites:
"You can edit all the lines in a submitted sequence."
"All the lines in a submitted sequence can be edited."
