I think you switched gears on us after my response. It now occurs to me that what you are refering to as YOUR as-is, is a business process. MY as-is was the application that is being developed.

Your company creates software that does not fulfill any existing needs? A business customer without any current software has an As-Is situation. It is just that computers are not used as a mechanism to accomplish tasks.
