You're right -- no one should pay for more than they want, and it's
unlikely that a tiny company would want that kind of content management
system.
That having been said: A lot of tiny companies will hire a tech writer
for just one task, with no guarantee of FTE. *Sometimes*, the writer
demonstrates additional skills that the company does want. If the added
value to the company is higher than the continued cost of employment,
there's your FTE.
