I am trying to highlight a change in a
screen (yup this is related with the release notes) and want to outline it
with a circle (outline a changed field with a circle). How would I do that
in Photoshop?

1. Save file as a bitmap (.bmp).
2. Open in MS Paint.
3. Add callout circle (very easy and intuitive), save, close.
4. Open in Photoshop and save WITH NEW NAME as jpeg (.jpg) so you don't overwrite your original file.
The more complicated new tools become, the more pleased I am with the simple old work-arounds. If the power fails, here is where you can find an old lady who can still lay out perfectly straight camera-ready copy with rubber cement and a rolling ruler. Oh wait -- if the power's out you won't be able to do anything with that camera-ready copy. Never mind.
